Pfohl said one incident happened at a Homewood Suites near 29th Avenue and Beardsley Road, one at a JCPenney store at 17th Avenue and Bethany Home Road, and a third at a PetSmart store near I-17 and Pinnacle Peak Road. In the PetSmart incident, police said the suspect spied on a woman inside the store bathroom on July 14 around 9:15 a.m.

Rios was arrested on Wednesday and booked on four counts of voyeurism as well as one count of possession of dangerous drugs.
