Woman jogger killed in hit-and-run in New River, man arrested weeks later

NEW RIVER, AZ — Authorities say a 20-year-old man was arrested Monday after a woman was struck and killed in New River on February 24.

Around 10 a.m. on a Saturday last month, a woman was jogging on the shoulder of the road near 7th Avenue and Cloud Road when she was struck by a pickup truck, officials with the Maricopa County Sheriff's Office said.

The woman, identified as 43-year-old Lisa Mancuso, died at the scene.

During an investigation, MCSO was able to track down the suspected vehicle.

The driver was later arrested and identified as Jacob Moore, the son of a lieutenant with the Phoenix Police Department. MCSO originally identified Moore as being 21 years of age but later corrected his age to be 20.

Moore faces manslaughter and failure to stop at an accident scene charges.

According to initial police documents, Moore may also have been under the influence of alcohol or drugs at the time of the crash.

Sheriff Russ Skinner says detectives worked around the clock to bring justice for the Mancuso family.

"While I understand this is a difficult situation for everyone involved, I'm proud of our detectives and support personnel in processing the evidence to bring closure to this investigation. MCSO will remain committed to providing educational programs and enforcement services to address traffic safety throughout Maricopa County," said Sheriff Skinner.

An investigation remains ongoing.
