Phoenix police have blocked off an area near 24th and Roosevelt streets Tuesday afternoon for a homicide investigation.
Officials identified the victim as 73-year-old Reginald Locke, who had been reported missing. His restrained body was found at 11 a.m. and showed signs of trauma, police said.
Locke was a registered sex offender who was convicted in Arizona on an attempted child molestation charge.
