PHOENIX — The Phoenix Police Department says a 42-year-old man has been arrested, accused of exposing himself to a juvenile victim.
Police say Victor Ochkur was in a vehicle when he approached a juvenile walking on foot home from school near 28th Street and St. John Road on March 27.
Ochkur allegedly tried to talk to the child while exposing and fondling himself.
Witnesses eventually spotted the suspect vehicle and notified police. Police arrested Ochkur Thursday on one count of public sexual indecency.
