Police arrested a homeless man Monday night after he reportedly started a fire near a shopping center in Phoenix.

According to reports, around 7 p.m. on April 4, two witnesses and surveillance cameras saw 51-year-old Joseph Daniel Carter walking near palettes behind businesses at Central and Dunlap avenues.

Shortly after he was seen, a small fire was reported in the palettes. Fire crews were able to extinguish the flames, but the fire damaged the palettes, a nearby light pole, a fence and a gate.

Ross and Walmart employees confronted him and detained him until police arrived.

Carter admitted to lighting a palette on fire with a lighter and walking away from the area.

He has been charged with one count of arson.
