Arizona Gov. Doug Ducey has appointed state Insurance Director Andy Tobin to serve simultaneously as interim superintendent of the state Department of Financial Institutions.

Ducey's office announced Wednesday that Tobin will replace outgoing Superintendent Lauren Kingry, who recently resigned.

Ducey spokesman Daniel Scarpinato said Ducey is leaving open the possibility of merging the Insurance and Financial Institutions departments.

Tobin, a former Arizona House speaker, was appointed insurance director in October.

He formerly headed the state Weights and Measures Department. Its duties are to be absorbed by the Agriculture and Transportation departments.
