Investigation into fatal Winslow police shooting completed

The Arizona Department of Public Safety has completed its investigation into the fatal shooting of a woman by a Winslow police officer.
 
DPS spokesman Raul Garcia Jr. said Friday that the agency submitted its findings to the Maricopa County Attorney's Office, which is conducting an independent review of the case.
 
Garcia did not comment on any details in the report. 
 
Navajo County Attorney Brad Carlyon said Thursday that he was seeking an outside review of the March 27 shooting to dispel any talk of bias.
 
Authorities have said Loreal Tsingine threatened Officer Austin Shipley with scissors before he fired five shots. He had responded to a report of shoplifting.
 
Maricopa County attorney spokeswoman Rebecca Wilder said Saturday that she did not know when the office would complete its review.
