ID of officer who shot woman in Winslow released

The Department of Public Safety has released the identity of the three year veteran of the Winslow Police Department who shot and killed a woman who was holding a pair of scissors during an altercation.

Officer Austin Shipley fired fives shots during the altercation with Loreal Tsingine in Winslow on Sunday, Marcy 27, DPS said.

The woman resisted and threatened officers with a pair of scissors, DPS said. Police had been responding to a report of shoplifting at a Winslow convenience store when they came into contact with the woman.  

Organizers held a vigil for the Navajo woman on Saturday calling the shooting an unjust shooting. They also want to draw attention to the struggles of American Indians in towns that border the Navajo Nation.

The vigil was held outside the Winslow Police Department. 

A third-party independent criminal investigation is being conducted by DPS.
