El Mirage contractors accused of fraud, theft: Have you seen them?

Sun City, AZ - An El Mirage couple indicted on conspiracy, theft and fraud charges are now on the list of the Arizona Registrar of Contractors Most Wanted (AZROC).

Unlicensed contractors, Hugo Juarez Zaragoza and Rafaela Juarez, were indicted in 2016 after being accused of a construction fraud scheme. The indictment alleges that they took $15,000 for a residential construction job they failed to complete.

The pair were already in trouble for a 2013 case in which they were accused of abandoning at $42,000 home remodel. They were ordered to pay restitution in that case, but payments have not been completed.

The AZROC says it has received 23 complaints about the couple since 2010, with contracts totaling more than $100,000.

Rafaela is known to go by the aliases Ana and Lisa. Hugo sometimes uses the last name Zaragoza. While the company names change they typically work in the West Valley — specifically in the Sun City area.
