PHOENIX — A man was arrested twice within two months for attempting to take pictures up the skirts of women in north Phoenix retail stores.

Phoenix police report that on October 18, loss prevention officers at the Target store near 7th Street and Greenway Parkway contacted them regarding a suspicious person in the store.

Store security recognized Nicholas John Cruz, 36, from an incident a couple of weeks before where he was following women in the store and taking pictures of them. On this day, security personnel reportedly saw Cruz standing next to a woman in the checkout line. While her head was turned, Cruz allegedly took a picture up the woman's skirt with his cellphone.

He then looked at his phone and walked out of the store without buying anything.

A criminal history shows that Cruz was arrested in August for attempting to shoot pictures up the skirts of women and girls at Arrowhead Mall. Court records show that Cruz was on pre-trial release for that arrest.

He is now being held without bond on one count of unlawful video recording.
