PHOENIX — Arizona has slipped slightly in an annual ranking of the top states for doing business.
This is the second year in a row Arizona has appeared on Area Development's top 20 states for doing business list, ranking No. 12 in 2018 but dropping four spots to No. 16 this year.
The rankings by Area Development are based by assessments of a dozen different attributes, from corporate tax environment to favorable utility rates.
A year ago, Arizona had cracked the top 10 in four of the 12 metrics used, but this year, the state reached the top 10 in only two of those measurements, tying with Virginia for the 9th spot among states with the most competitive labor environments, while tying with North Carolina as No. 4 in the list of states with the most improved economic development policies.
