Cindy Scott calls her sister's death "a crime of opportunity."
Scott has been the voice for her sister, Michelle Anglin, for 21 years now.
"I felt that the industry wasn't set up to save anybody," Scott said. "And then I watched for all these years that nobody was really taking over action to save them."
Anglin was murdered while showing a north Phoenix home to a person who killed her.

"What I found was that realtors were targeted because of the inherit nature of their job...they are working alone in an isolated environment," Scott explained.
Ever since the day of her sister's death, Scott has been looking for someone to take action and protect realtors.
On the 21st anniversary of Anglin's death, Scott finally saw the success she was looking for because of a company called AV Homes. They announced they will be live-streaming tours in all of their model homes.
"I would assume that somebody that might not have great intentions might be on the look out for things like that," AV Homes spokesperson Steve Snoddy said.
Snoddy tells ABC15 that all of his agents have an app on their phone that shows the live video. A supervisor or another realtor will be watching while another agent gives the tour.
Scott is also meeting next week with the Governor's real estate commissioner. She is hoping the meeting will help add safety as a training component for realtor's to get their license.
Right now, it is not apart of the credit requirement for realtors. She is working with Daniel Byram with Curriculum Technology to make those safety lessons more accessible to agents online.
"It was a total collaborative effort with people who have good hearts that are trying to do something honestly just to help people," Scott said. "So, I'm very fortunate and thankful and hopeful for the first time in a very, very long time."
