Mexican authorities turned over 63-year-old Richard Max Randolf to U.S. Customs and Border Protection officers at the Port of Nogales on October 14.
Randolf was listed on "America's Most Wanted" website in December 2015 as being wanted for "failure to register as a sex offender."
The posting states that Randolf is a tier 3 sex offender who was convicted of oral sexual battery on a child.
Tier 3 is the highest possible level of sex offender and is considered the greatest risk to the public and to re-offend.
Officers turned Randolf over to the Santa Cruz County Sheriff's Department.
