Phoenix police report that on April 21 they were called to the area of 7th Avenue and Baseline Road as three children, all under three-years-old were wandering on the street during rush hour.

Police say about a dozen cars stopped for the kids, all who were found without shoes, two of them with soiled diapers.

Police say they searched the area and found their home about two streets away with an open door and the smell of marijuana coming from inside. When they entered the home, they found drug paraphernalia on the kitchen table. They also found 22-year-old Nicole Alexandra Perez-Kelly asleep in her bedroom.

Kelly reportedly told police that at about 5 p.m. she fed the kids pizza and locked them in their room. She then reportedly "hit the bong and went to sleep because she had to work tonight."

Kelly has been charged with three counts of child abuse and various drug-related crimes.
