Ducey signs conflict rule for utility regulator

Gov. Doug Ducey has signed a proposal freeing former House Speaker Andy Tobin from a conflict of interest that emerged when he was appointed as a state utility regulator.
 
The bill clarifies that Tobin can vote on issues involving a rooftop solar company that employs his son-in-law. Arizona Corporation Commission attorneys advised Tobin before he took office on Feb. 2 that his son-in-law's job triggers a conflict law.
 
Tobin says the conflict kept him from voting on matters involving SolarCity, possibly including an Arizona Public Service rate case.
 
Democratic Sen. Martin Quezada said legislation can't magically erase a conflict of interest.
