Fact-checking Mike Pence in Mesa: VP candidate says Hillary Clinton failed to keep troops in Iraq

Donald's Trump's running mate, Indiana Gov. Mike Pence, criticized Hillary Clinton and President Barack Obama for the turmoil in the Middle East at his rally in Mesa Wednesday. 

"And remember this, it was Hillary Clinton as Secretary of State who failed to negotiate a status of forces agreement  with the sovereign government of Iraq," Pence said. 

Pence made a similar claim during the only vice presidential debate in Virginia earlier this month. PolitiFact found that Clinton did fail to negotiate the agreement, which would have kept up to 10,000 U.S. troops in Iraq.

But, there are several caveats. 

The White House wanted immunity for troops from Iraqi prosecution, but the Iraqi government said that would not be possible.

Plus, experts note that any deal would not have passed Iraq's parliament. And, President Obama was the key negotiator with the Iraqi's, not Clinton.

So they rated Pence's claim Mostly False.
