Prayer could return to Phoenix City Council meetings after a vote Wednesday night to draft an ordinance that would allow police and fire chaplains to pray before meetings.

The move would reinstate prayer after the Council switched to a moment of silence last month.

That vote was triggered when a Satanist requested, and was approved, to deliver the opening invocation at a meeting.

A fellow Satanist, Stu de Haan, said Wednesday night that they are monitoring City Council actions and are now weighing their legal options.

The group will decide what to do after they review the ordinance that would reinstate prayer, de Haan said.

The Satanist whose prayer request triggered the controversy, Michelle Shortt, will deliver the prayer at a Scottsdale City Council meeting next month.
