Phoenix City Council passes prayer ordinance

The Phoenix City Council has passed a controversial prayer ordinance.

Now, chaplains with police and fire departments will be the only ones allowed to lead the opening prayer at council meetings.

If a chaplain is unable to lead the prayer, the mayor can call for a moment of silent prayer instead.

The decision comes after a Satanic group wanted to give the opening prayer last month.

The council then stopped all prayers and changed to a moment of silence.
