The Phoenix City Council has approved plan that will pay to equip every police patrol officer with a body-worn camera.
The $1.2 billion budget for the next fiscal year sets aside $5.4 million to start the four- to five-year process for the body-cam police project.
Some city council members say the money should instead be used to hire more police officers.
A seven-year hiring freeze that ended last year shrank Phoenix's sworn police force by about 700 officers.
The city already has a plan to hire more than 500 new officers by 2019, including about 300 this year.
The budget has funding to hire 145 more next year.
Tuesday's 6-3 vote was one of several needed to finalize the city's budget for the next fiscal year, which begins July 1.
