Maricopa County Animal Care and Control said if he recovers, he will most likely be blind and have no sense of smell.
Authorities believe his injuries were human-caused and officers are working to find the people responsible for his abuse.
The shelter is being overwhelmed with requests by people wanting to help or adopt him. Officials are asking people to make donations to either "Two Pups Wellness Fund" or "Arizona Animal Rescue Mission" to help with medical expenses.
Shelter workers say they are unsure if the pup will ever be ready for adoption. If the dog recovers to where he can be adopted, officials say he will require very specialized care.
