A tech company that provided software services for Arizona's voter registration system says Secretary of State Michele Reagan is wrong to blame it for delays in sending publicity pamphlets to at least 400,000 voters before the May 17 special election.

Reagan's office had blamed the problem on an error by IBM, but IBM representatives said it was the responsibility of Reagan's office to extract the proper mailing list of voters from the registration system.

The Arizona Capitol Times reports that IBM's contract expired two months before Reagan's office learned of the pamphlet problem before the election.

Reagan spokesman Matt Roberts reiterated that IBM erred by not adequately responding to a request for information about using the system to compile mailing lists.

Voters approved the two referendums on the ballot.
