Ohio may be an open carry state, but inside Cleveland's Quicken Loans Arena, site of the Republican National Convention, the open carry of firearms is not permitted.

"It's a Secret Service event," Republican National Committee spokesman Sean Spicer told ABC15. "They have never been permitted."

Concern over people carrying guns outside the RNC intensified in the past couple weeks with deadly police shootings in Dallas and Louisiana.

Cleveland's police union wanted the open carry law suspended during the convention, which runs through Thursday, but Ohio Gov. John Kasich quashed that request, noting that he cannot "arbitrarily" change the law.
