Arrest warrant issued for unlicensed Sun City landscaper

Unlicensed contractors Rafaela Juarez and Hugo Juarez Zaragoza have been indicted by a grand jury. The duo is accused of swindling seniors in the Sun City area for several years.
 
In 2015, Rafaela Juarez, who customers say also uses the names Ana and Lisa, plead guilty to contracting without a license.
 
 
Rafaela Juarez agreed to pay a fine and minimal restitution.
 
The latest case also involved his partner, Hugo Juarez Zaragoza.
 
 
The case was investigated by the Arizona Registrar of Contractors and submitted to the Arizona Attorney General's Office for prosecution.
 
The AG's office filed charges of conspiracy, illegally conducting an enterprise, fraudulent schemes and artifices and theft. Each charge is a felony.
 
The agency said it has not been able locate the couple, and they also issued arrest warrants.
