Police: Man arrested again for touching himself near Phoenix public pool

PHOENIX — Park staffers helped police locate a man who is accused of touching himself near a Phoenix public pool.

Phoenix police report that on July 15 Alex Xavier Garner, 21, was seen on a park bench near the Starlight Park pool at 75th Avenue and Osborn Road. Witnesses say Garner was touching himself while shooting video of lifeguards and people at the pool.

As Garner left, one lifeguard noticed him wearing an ankle monitor.

Garner allegedly returned three days later and continued the same behaviors, but again left before police could arrive.

Police identified Garner as a possible suspect and say his ankle monitor showed him as being at the pool on both occasions, according to court paperwork. Garner was also on pretrial release after an arrest on similar charges.

He is now being held without bond for public sexual indecency with minors present.
