PHOENIX — A DUI suspect was seen by police traveling two miles per hour down a major Phoenix street.

Phoenix police report that around 9 p.m. on Monday, officers saw a car driven by 47-year-old Charles Kumalo Shepherd traveling very slowly on 43rd Avenue near Indian School Road.

Police say a 2-year-old child was in the vehicle with him.

A portable breath test recorded Shepherd's blood-alcohol content as .198, more than twice the legal limit.

Court records show that Shepherd was driving on a suspended license.

He has been charged with extreme aggravated DUI.
