Flagstaff's Better Bucks program said to be better than cash for panhandlers

A new panhandling program in Flagstaff is better than cash. At least that's what they're hoping. The city started the program, Better Bucks two weeks ago. 
Instead of handing out cash to the panhandlers, the Better Bucks are given out that can redeemed for food and necessities. 
About 275 books have been handed out so far. The visitor's bureau is also working on a campaign to educate visitors not to hand out cash.
