Phoenix woman admits to killing runaway California teen

Phoenix police have made a second arrest in the murder of a runaway teenager from California. 

Stephanie Ritter, 26, reportedly admitted to killing the 18-year-old woman after she refused to leave her apartment in June. 

According to police documents, the victim had been taped and belted to a metal chair for several hours during the incident. Ritter reportedly smothered her with a pillow while her sister held her down. 

Ritter reportedly told police she wrapped the victim's body in saran wrap to prevent it from smelling. The body was found in a dumpster near 24th and Van Buren streets after her sister told police what happened. 

Ritter said she then wrote a letter to the victim's family, apologizing for the woman's death. 

Police say Ritter moved away from the area to avoid detection by police. Officials say she is homeless, pregnant and has a history of drug use. 

Ritter was taken into custody on Tuesday and booked into jail on first-degree murder and kidnapping charges. 

In August, her sister was jailed on charges of first-degree murder and concealment of a body.
