Pair arrested for forgery, suspected in mail thefts

TEMPE, AZ - A man and woman accused of stealing mail from Sedona and several Valley cities were arrested in Tempe late Thursday afternoon.

Stephen Wayne Ross, 43, and Shawna Norene Ross, 47, were taken into custody at a hotel near Elliott Road and Priest Drive by agents of the U.S. Postal Inspection Service Identity Theft and Economic Crimes Task Force.

Both suspects had felony warrants for forgery-related charges.

A search warrant served on their hotel room revealed stolen mail items from Phoenix, Tempe, Mesa, Glendale, Prescott and Sedona.

Agents also found a printer and other items used to forge checks, as well as illegal drugs.

The case is still under investigation, but it is believed the pair targeted hundreds of victims.

As of Friday afternoon, 950 victims had been identified, but detectives expected that number to grow. Investigators said they discovered the couple had also compiled a list of their victims.

Stephen and Shawna Ross were booked into the Maricopa County Jail on forgery charges, but they face additional charges as the investigation continues.

One of the victims told ABC15 that officers contacted her on Friday to notify her that her mail was discovered in the couple's hotel room. She said her apartment complex near 48th Street and Guadalupe Road never told her the mailboxes had been vandalized.
