An alert Mesa resident contacted police after seeing a man with a gun dressed like a "SWAT guy."

Court records show that on July 18 just before midnight, Mesa police received a call from a resident near Mesa Drive and Broadway Road saying there was a man with a gun in their neighborhood.

Mesa police say they found 42-year-old Ortiz Garcia Efren in the area driving a black sedan with flashing lights in the grill. Efren allegedly got out of the car wearing full camouflage gear, including body armor, a thigh holster, a "MP" patch and utility belt with flexible handcuffs.

Police say they also found a handgun on the floorboard of the car.

Efren originally tried to pass himself off as his brother, giving police a false name and date of birth. A fingerprint scan revealed his true identity and a felony conviction that would make him unable to possess a handgun.

Efren has been charged with illegally possessing a firearm, misconduct with body armor, false reporting to police and impersonating an officer.
