The U.S. Marshals arrested one of "Washington's Most Wanted" fugitives in Tolleson on Friday.

Marshals say Dominic Blackburn, 23, was taken into custody near Interstate 10 and 91st Avenue after he was wanted out of Thurston County, Washington for robbery in the first degree.

Authorities say Blackburn reportedly robbed a victim by posing as an individual looking to trade a cell phone by using a popular buy/sell phone application.

Blackburn allegedly robbed and pistol whipped the victim before leaving the area. Blackburn reportedly has a criminal history that includes burglary, drug, and assault convictions.

Marshals say a "major breakthrough" came from an anonymous tip to Crime Stoppers from a viewer of "Washington's Most Wanted," where it was determined that Blackburn could be in the Valley.

Following the tip, the Marshals task force located Blackburn at an apartment complex in Tolleson and took him into custody. He was booked into the Maricopa County Jail where he awaits extradition to Washington.

Marshals recommend the following tips when performing online transactions with strangers:

* Choose a well-trafficked public location like restaurants, malls, a police station parking lot. * Conduct the transaction during daylight hours. * Bring another person with you. * Confirm identity of person you intend to do business with. * When transaction is completed ensure you are not followed. * Verify the other person's contact information. * If uncomfortable at any time, walk away
