Sgt. Steve Martos of the Phoenix Police Department said the driver of an Acura was racing northbound in the area of 31st Avenue and Acoma around 7:15 pm. when his vehicle crossed the center-lane striking a southbound Nissan head-on.
The force of the crash caused the Acura to roll over onto its roof and sent the Nissan backwards.
Police identified the driver of the Acura Sunday as 19-year-old Edgar Martinez. He has been booked into the Maricopa County Fourth Avenue Jail on four counts of aggravated assault and one count of endangerment.
Authorities believe Martinez may have been on drugs at the time of the crash.
Martos said that three children were in the Nissan when the Acura hit them head-on. A 3-year-old remains hospitalized in extremely critical condition as a result of the crash. Two other children, ages 5 and 11 years old, sustained not-life-threatening injuries.
The driver of the Nissan received serious, but not-life-threatening injuries.
Martinez received minor injuries, but is expected to be OK. His passenger received serious, but not-life-threatening injuries.
Authorities said the driver of the Nissan showed no signs of impairment.
