Charges: 70-year-old repeat sex offender exposes himself to children

PHOENIX - A 70-year-old registered sex offender is repeating his previous crimes, according to charges.

James Earl Jenkins, who has convictions for indecent exposure and sex conduct with a minor, allegedly wasn't living at the address he had registered with authorities.

The sex offender system allows individuals to search online to see what offenders are living near their home, work or school.

But Jenkins' alleged move thwarted that system. Police were looking for him.

Jenkins turned up at an apartment on N. 27th St., near Greenway, inviting children to watch him masturbate, according to court documents.

Authorities charged Jenkins Thursday with public sexual indecency to a minor; three of his alleged victims are younger than 10 years old.

The family he allegedly victimized identified themselves to ABC 15.

"He told us to come [over]... and he just pulled his pants down," said a 9-year-old boy, whose mother allowed him to speak with us.

The boy said his younger brother threw up when he saw what Jenkins was doing.

The family took a picture of Jenkins and reported him to authorities.

The alleged victims said that they are glad to have Jenkins away from their apartment.

No one answered the door at the apartment the family identified as Jenkins'.
