Shannon's Law was named for Shannon Smith, a 14-year-old teen killed by a stray bullet in June 1999.
Shannon's parents found out the penalty for whoever fired the shot into the air that killed their daughter was at most a misdemeanor offense.
They advocated for stronger laws and in July 2000 the Arizona Legislature enacted a law called Shannon's Law.
