By law, pool builders can only take $1000 upfront. And there's a payment schedule set, with the next payment made only after the area has been escalated.

The state's Registrar of Contractors has a Recovery Fund that does what?

While the ROC's Recovery Fund helps consumers, there is a limited amount of money available and not all consumers qualify.
