This is why I encircle 3 big RED strips of duct tape on my lugage when I fly and I try and be right where the luggage comes out on arrival if I can. It's not foolproof but if I see someone snagging my stuff, i'll to a ter. act on thier dome. I don't fly anymore anyway.
