TEMPE, AZ - Authorities say the body of an Arizona State University student was found handcuffed and beaten in the Tempe apartment of her boyfriend, who's accused of killing her.
Tempe police say 22-year-old Luis Soltero is being held on $1 million bail in the death of 19-year-old Rebecca Kasper. He didn't have an attorney as of Wednesday.
Police say Soltero came into a substation about 10:30 a.m. Tuesday to report his girlfriend's death and gave officers her Minnesota driver's license.
Officers went to the apartment and say they found Kasper's body in the bathtub and covered with blankets and a rubber mat with a plastic bag over her head.
Police say Kasper had blunt force trauma to the head and face.
A dumbbell with blood on it was found near the bathtub.
