MESA, AZ - A Mesa mother was arrested Wednesday for allegedly zip tying her 11-year-old son to the porch in her backyard.

According to Mesa police, officers responded to a home near Val Vista Drive and Broadway Road after a neighbor called authorities to report what sounded like a boy being hit by a woman.

When officers arrived at the home, they approached the mother, Jaica Rowley, and she told officers that her 11-year-old son was acting out of control.

Police said Rowley took her three-year-old daughter with her to pay a bill, but allegedly left her son zip-tied to a post on the back porch because she was angry with him after leaving the home when he was supposed to be grounded.

According to police, officers found the boy sitting around a post with his feet and hands zip tied together.

Officers said he also had a cut on his hand from the scissors Rowley used to remove the first set of zip ties that were too tight.

After his finger was cut, she allegedly bandaged up the wound and retied him to the post, police said.

According to officials, the neighbor said Rowley yelled at her children on a weekly basis, and during one incident, said she threatened to kill her son.

Rowley was arrested on suspicion of child abuse and unlawful imprisonment before she was released Friday.

According to court documents, Rowley is not permitted to return to her home or see her children.

All children in the home are in the custody of Child Protective Services.
