PHOENIX - A kitchen supervisor at a federal prison in Arizona has been arrested after he was caught on surveillance camera having oral sex with two male inmates.
According to court documents, Carl David Evans worked at the medium security Federal Correctional Institution in north Phoenix when the alleged acts occurred.
The activities are graphically described in an affidavit given by an FBI agent who began an investigation in June after staff reported the alleged incidents.
In exchange for the sex acts, the inmate, identified only as "E.D." would receive tobacco from Evans.
The food storage area in the kitchen was not covered by video surveillance at the time and on August 16 a camera was installed.
On August 28, the FBI agent reviewed the surveillance video footage and discovered that on August 22 at approximately 4:30 p.m. Evans and two inmates went back into the storage area of the prison kitchen and engaged in acts of oral sex.
According to the court documents, Evans gave the second inmate, identified as "J.I." a cigarette, which he smoked.
When the FBI agent interviewed J.I. on August 28, the inmate said he had engaged in oral sex with Evans and E.D. on three occasions over the previous four weeks.
All three worked in the kitchen where Evans supervised the two inmates. The three used the code word "festivities" for engaging in sexual acts.
When the FBI agent interviewed E.D., the inmate said he'd had a sexual relationship with Evans since approximately April 2012,
According to court documents, E.D. "had access to food that he took or sold, and Evans provided E.D. with one pack of cigarettes every two weeks."
E.D. told the agent Evans had become physically aggressive toward him and that he "felt pressure from Evans that he would lose his job as a cook if he did not let Evans do what he wanted."
E.D. said he tried to change his job as a cook but Evans prevented the switch, according to the court documents.
Evans faces two counts of sexual abuse of a ward and one count of providing contraband in a prison.
