PHOENIX - The controversial topic of same-sex civil unions is taking center stage Monday in Phoenix.
Attorney General Tom Horne is inviting city attorneys from across the state to his office to start the discussion about same-sex civil unions.
Horne said he is going to lay out what's legal and not legal when it comes to giving same-sex couples rights in our state.
Horne said he doesn't want cities to make the same mistakes as Bisbee when coming up with their civil union ordinances.
Earlier this month Bisbee became the first Arizona city to legalize civil unions , but it was quickly stomped down by Horne who said it was illegal.
Horne said seven statues in the Bisbee ordinance violated state law.
Instead of facing a court battle and the potential of being sued, Bisbee's city council decided to alter the ordinance.
At the same time, the City of Tempe is working on it's own civil union ordinance.
Councilman Kolby Granville said the council is working with it's legal team to come up with a solid plan.
They plan on having the potential ordinance open for discussion in the next couple weeks.
Monday's meeting starts at 2:00 p.m. with a new conference to follow.
