PHOENIX - Two Chandler parents are in jail, charged with leaving their mentally-challenged son locked up in the bathroom for hours.
According to court documents, a maintenance man heard the boy crying and called police, who found the 8-year-old boy naked and standing in two inches of water with the toilet overflowing.
The boy reportedly displayed mental and physical disabilities, and could not communicate with officers.
After attempts to locate the parents were unsuccessful, they later showed up at a police station asking about the boy.
Vu Quang, 35, and Siobhan Grogan, 34, both face child abuse charges.
Grogan said they left him alone so they could "feel like a normal family once in awhile."
