SCOTTSDALE, AZ - Police say a suspect has been arrested after he allegedly kidnapped a woman and demanded she remove cash from her bank account or he would harm the victim and her mother.

Thanh Andrew Harlan, 40, was arrested Tuesday at a Holiday Inn in Scottsdale where he had the victim's vehicle, a handgun, gloves, ski mask and the victim's cell phone.

According to Scottsdale police, the victim was getting into her vehicle inside her garage at home when the suspect knocked her to the ground and grabbed her keys.

The victim was forced into the passenger seat of her vehicle and driven to the bank where Harlan gave her instructions on getting cash out of her account and giving it to him or he would hurt the victim and her mother.

When the arrived at the bank, the victim told bank employees what was happening and they called police.

Harlan tried to flee on foot but was caught and arrested. The victim was not injured.

Police say the suspect is the ex-boyfriend of the victim, although she didn't know it at the time due to his disguise.

Harlan was booked into the Maricopa County Jail on charges of kidnapping, burglary, theft by extortion, armed robbery and unlawful use of transportation.

Police say Harlan committed the same act against the victim on Dec. 12, 2011 when he demanded the victim give him $20,000 or she and her mother would be harmed. At that time the victim withdrew $15,000 and gave it to the suspect. Harlan came back in February to ask for an additional $6,000.
