A hot air balloon carrying 10 passengers crashed into a lake in the Netherlands on Tuesday evening.
Two of the passengers were injured when they jumped out of the basket as it landed.
RTL Netherlands says unexpected winds were blamed for the incident.
The station says the pilot tried to land several times but was unable.
The pilot decided to land on the water to lessen the impact.
RTL Netherlands says police investigated the incident and determined the pilot acted according to procedure.
