WE COULD CUT DOWN ON PETS BEING DUMPED ON THE SHELTER DOORSTEPS IF THEY DIDN'T CHARGE A FEE TO TURN IN WANTED PETS AND ACCEPTED PETS ON THE WEEKEND While this story is horrible, Maricopa County Animal Care and Control’s own policies inadvertently encourage people to discard unwanted pets. AC&C charges a $51 surrender fee for each animal. Do you really think that someone who can’t afford to (or won’t) care for a couple of dogs, is going to spend $102 to properly surrender their pets? Do you think that these same types of people are going to take time off from work to surrender their pets because the shelter will not accept these animals on the weekend - even though they are open on the weekend? The surrender fee is also prohibitive to others getting involved to help stray cats and dogs. For the sake of these suffering animals, Maricopa County animal shelters must change their policy and operating procedures.

THEY CHARGE TO ADOPT SO POOR PEOPLE LIKE THE HOMES THE DOGS CAME FROM, CANNOT ADOPT THEM. BESIDES IT COSTS MONEY TO RUN THE SHELTER SO THEY NEED TO RECAPTURE COSTS. I ADOPTED MY DOG FROM THE SHELTER. HE IS THE GREATEST DOG

SHELTERS WANT TO FINE HOMES FOR SOME OF THIS DOGGIES.I DON'T UNDERSTAND WHY THEY CHARGE SO MUNCH TO ADOPT THEM.

DavePeoria............it's not just about the dogs, it's about the scary fact that there are people out there that do these things. These people, with no heart for a defenseless animal, are capable of doing anything. These are the people that live amongst us. Very sad.

What a horrible story. Wonder why the people even cared at this point to drop them off. Come on...a skull was included?? Someone sat by and watched this happening a long time ago. They need turned in and prosecuted.

whyoh.. yes it is terrible to look at, but people need to see pictures, otherwise there won't be any action taken. How much could this little Chi eat? I don't think it was a case of not being able to care for them, this was just plain EVIL.

This story does not shock me. It is a sad story. We don't know who the animals belonged to or who brought them and left them. Folks should ask for help before something like this happens. Those poor doggies.
