O'Neal reportedly went over to 62-year-old Rodney Hoyt's house and confronted him about loud noise.
That's when police say Hoyt shot O'Neal.
O'Neal's girlfriend, Karen Vinck, said she watched it all happen.
"I can't go to sleep, I'm afraid to," she said. "I don't want to relive watching him die all over again. I can't."
"It's taken part of my life, the best part of me," Vinck continued. "This man has taken the best part of who I am. This was a senseless shooting. He was the love of my life and I'm going to miss him every day for the rest of my life."
Hoyt was taken into custody without incident and was booked on one count of second-degree murder.
