The 1-year-old boy was found just before 9:30 a.m. at the complex near Recker and McDowell roads.
Acording to Thor Watson of the Mesa Fire Department, the child was found in about 3 1/2 feet of water.
The boy's father pulled him out and began CPR and 911 was called, he said.
Watson said the toddler was transported to Banner Baywood Hospital with no pulse.
He said there was no fence around the pool and that the child had been unaccounted for for about 10 to 15 minutes.
There were apparently three other children at home, with the 1-year-old boy being the youngest.
Mesa Fire Capt. Bob Looby said it appeared the child climbed a ladder to get into the pool. He had a reminder for parents...
"One person should be the dedicated individual to watch the kids and you can just rotate that on a basis, have somebody in charge just doing nothing but watching the pool for an hour, or a half hour and then have somebody else bear that responsibility," he said.
Police were investigating.
