The crash shut down the Loop 202 San Tan Freeway near Gilbert Road for several hours.
DPS officers said her car was rear-ended on the highway, which sent it flipping over.
The driver in her car was injured, but is expected to survive.
The driver of the second vehicle that hit her car ended up fleeing the scene, which sparked a brief manhunt.
Officers said the suspect later turned himself in, and was brought back to the scene where sobriety tests were conducted.
The names of those involved have not been released.
