Phoenix doctor indicted in federal steroid probe

The ABC15 Investigators have learned that Dr. Jesse Haggard, former clinical director of Revolution Medical Centers in Phoenix and Peoria, Arizona, has been indicted by a federal grand jury in Mobile, Alabama.

The indictment charges Haggard with 11 counts:
- 1 count of "Conspiracy to Distribute and Dispense Anabolic Steroids"
- 7 counts of "Distribution and Dispensing Anabolic Steroids"
- 1 count of "Conspiracy to Commit Money Laundering"
- 2 counts of "Forfeiture"

The indictment refers to Dr. Jesse Haggard as a "Steroid Dealer."

The indictment goes on to state that many of the anabolic steroids "distributed and sold by Jesse S. Haggard included veterinary steroids not approved for human use."

According to the indictment, "The defendants were part of a nationwide conspiracy and drug distribution network that illegally dispensed, distributed, sold and supplied thousands of dosages of anabolic steroids to users throughout the United States outside the usual course of professional practice and not for legitimate medical purposes."

Prosecutors allege "these defendants put the health and safety of hundreds of people at risk for the sake of millions of dollars."

According to the indictment, "Some of the sales of anabolic steroids were to teenagers and young persons under the age of 21."

The indictment stems from prescriptions allegedly written by Haggard at Applied Pharmacy Services in Mobile, Alabama.

The United States Drug Enforcement Administration has been investigating Applied Pharmacy Services for several years.

The indictment names 11 other defendants, including the owners of Applied Pharmacy Services and several employees.

Haggard is charged with prescribing patients Trenbolone, an anabolic steroid "approved for use in veterinary medicine to increase muscle growth and appetite in cattle," according to the indictment.

For almost a year, The ABC15 Investigators have been reporting on Dr. Jesse Haggard and others who worked at the two Valley locations of Revolution Medical Centers.

Last April, the Investigators took you undercover and inside these clinics where anabolic steroids were a prescription of choice.

After just two visits, the doctors at Revolution Medical Centers prescribed ABC15 Investigative Reporter Josh Bernstein more than $2,000 worth of anabolic steroids and other performance enhancing drugs.

While the indictment makes no mention of Revolution Medical Centers, the United States Drug Enforcement Administration confirms a criminal investigation is underway.

Back in December, Haggard was forced to surrender his license to the State of Arizona.

Since our investigation, the clinics have closed and the United States Drug Enforcement Administration has expanded its investigation into Haggard, Dr. Carol Eastman, Dr. Ryan Krych and Dr. Jeremy Bula, the owner of Revolution Medical Centers.

Haggard could not be reached for comment.

Haggard's attorney, Timothy Holt, issued this statement to ABC15: "I am troubled by the inflammatory language used by the U.S. Attorney in the indictment. It is clearly political grandstanding. Dr. Haggard’s treatment of his patients did not just meet the medical standard of care, in many ways his approach to treatment helped to establish the standard of care in these types of cases.  Dr. Haggard did nothing more than order medications from a pharmacy that may have been engaged in illegal conduct with other people unknown to him. That the federal government has decided to prosecute him for this forces me to wonder if the DEA has successfully rid the U.S. of all serious drug problems and has nothing better to do."
