The 30-year-old man was apparently working on a new building at AllFab Engineering when he came into contact with the line.
Fire crews responded to the scene near 40th Street and University Drive around 6:45 a.m.
An official with the Phoenix Fire Department said the incident caused a small debris fire, which was quickly extinguished.
Authorities said it's still unclear if the man was on a forklift or near it when the forklift touched the power line.
Afterwards, workers reported hearing two small explosions and then the small fire.
Video from Air15 showed the worker being transported to a local hospital for treatment.
AllFab worker Keith Butler said the man was burned on his arms and had to be taken the Burn Unit at the Maricopa County Hospital.
"He's walking and he's talking," said Butler. "But he was hit pretty hard. It shocked him pretty hard."
Butler said the man was a contractor working on one of the news buildings for AllFab Engineering.
Last November, police arrested another employee for arson. Damages from that fire totaled more than $2.5 million.
