You can legalize it but these people would find some other criminal activity to get involved with. I think all drugs should be legal, if you are stupid enough to take them just go ahead. All employers can do drug testing and if you're on drugs you don't get hired, it's that easy. If someone wants to be on drugs, they will do it, legal or not so what's the difference. I have never done drugs or plan on doing drugs but I actually think it's worse when things are prohibited. The drug war never stops so maybe it's time to change things.
