"Let the professionals do it," said Art Snapp with the Avondale Fire Department. "Go out spend the time with your family and do it safely and really have a relaxing time."
Phoenix Mayor Phil Gordon has also stated his opposition to the bill.
"There is a crime being perpetrated on the state by the Arizona legislature," said Gordon.
The industry-backed bill would allow Arizonans to purchase and use sparklers and fountain fireworks that shoot flames and sparks.
"As long as people are being safe with it I really don't see a problem," said Phoenix resident Danny Berg on Friday.
But some fire department officials say even the small fireworks can cause damage.
"Just the smaller fireworks, along with sparklers, they are certainly enough to ruin your hand," said Snapp.
The minimum age for purchasers would be 16 but there would not be a minimum age for use.
Supporters say the devices covered by the bill are safe and don't need government regulation.
Two governors expressed health and safety concerns when they vetoed fireworks legalization bills in the 1990s.
Governor Brewer can sign or veto the bill or allow it to become law without her signature.
